Wifes computer at the office has this message on it. Does it mean its dead?

It means there is something wrong with the file allocation table or FAT...

It won't boot up. You turn it on and it comes to that message and asks if you want to restart. She's tried it several times.

It could also be something simple: Have you checked to see if there is a floppy disk in the floppy drive while booting up? If a non-bootable disk is in the floppy drive, it will also give that message.

It could also mean a failed hard drive.

That's pretty much all it will do I've had that problem twice and both times the HD was scrap...

It is possible to get the data off the hard drive more than likely, but you'd need a working computer to do so - put the "bad" drive in as a slave, even though the OS is corrupt, chances are most of the files are still ok.
